Apartment lease agreements?

No. In any state a landlord is allowed to raise rent at the end of a lease and most do. You either sign the new lease and accept the $45 increase or go month to month and pay the $85 increase. If you try just paying what you've been paying you'll get slapped with not paying the full amount due and could get hit with late charges.
