Are the Steelers the greatest NFL franchise ever?

Championship wise it's the Packers. They have 12 championships. Yes the NFL existed before 1967. However, they are the greatest franchise in the Super Bowl era. They have the most Super Bowls, and are now tied with the Cowboys with the most Super Bowl appearances, and have the best winning % since 1970.
