ARE EASTERN EUROPEANS LESS ADVANCED, CIVILIZED, AND DEVELOPED THAN WESTERN EUROPEANS? WHY IS IT SO?

Perhaps because the land, transport links ect. are better in the west. Also, I guess the soviet occupation may have lead to them being not as good. Actually, thats probably quite a large factor.
